Pursuant to Maryland's Public Information Act ("PIA"), I hereby request the following records:
I am requesting an opportunity to obtain copies of public records that pertain to any and all current contracts held by Delmarva and the Maryland Department of Health and Mental Hygiene related to External Quality Review (EQR) of Maryland Managed Care Organizations.
I would also like to request any Request for Proposals (RFPs) related to the awarding of such contracts along with any responses that the state received to such an RFP.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Thank you for the information. Before we proceed with submitting the funds, could you clarify "these proposals were found not reasonably susceptible for award during the evaluation process" and tell me if that was all three or just the other two besides Delmarva?

Thank you for your inquiry. As a point of clarification, the Health
Service Advisory Group and MPRO proposals were found not reasonably
susceptible for award during the evaluation process. Delmarva was the
vendor selected for award of the current contract. Hope this information

As a point of clarification, in your last correspondence to me dated May 3,
2016, you thanked me for my response dated April 29, 2016, and indicated
you were waiting to hear from leadership as to their approval of the cost
indicated in the attached letter. You further indicated that you would be
in touch soon. Your May 23rd correspondence is the first that I have heard
from you. Please advise whether your leadership is willing to pay the
$144.46 costs for copying and postage. I look forward to your response.

costs for the requested public records is $144.46. These costs are for

Health and Mental Hygiene – Office of Procurement and Support Services.
