I, Marilyn Howard hereby request under MPIA any data collection activities inconjunction with (MCAC) Maryland Coordination Analysis Center, (ATAC) Maryland Antiterrorism Advisory Council, (SAR) Suspicious Activity Reporting and Fusion Center coordinated sharing and intelligence gathering with state and local agencies together with law enforcement partnership with public health (MEDAVAC) PREVENTING TERRORISM, COUNTERING VIOLENT EXTREMISTS GROUPS AND INDIVIDUALS AND CRIME PREVENTION PROGRAMS).

Please provide relating to me any and all documents, video, photos, audios, and voice recordings of any daily activities. Any and all court orders, warrants, summons, supeanos NSL, police daily logs, police notes, ground and aerial surveillance including (SPYCOPTER AND USE OF SURVEILLANCE PLANES) intelligence gathering of all speech communications and electronic communications, iPhone, smart phones, cell phones and computers.

Please provide any and all multi jurisdictional coordinated efforts and data collection activities within Baltimore City, Baltimore County, Howard County, Montgomery County, and Prince Georges County.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The University of Maryland College Park (UMD) is in receipt of your Maryland Public Information Act (MPIA) request, dated July 14, 2015. I will be the point person for responding to the MPIA request but will need to work with UMD’s Office of Research Administration to determine whether UMD has any responsive documents. Before I get started, I’d like to make sure I understand your request. Based on the email below, I believe you are requesting:

1. A list of any data collection activities within UMD’s Department of Aerospace Engineering that (1) are/were performed in conjunction with the Maryland Coordination Analysis Center, Maryland Antiterrorism Advisory Council, or Suspicious Activity Reporting & Fusion Center, and (2) where the data collection activity requires coordination between UMD’s Department of Aerospace Engineering and state or local law enforcement or public health agencies.

2. Documents, videos, photos, and audio recordings that involve you, personally. Documents would include (1) any UMD police logs that reference you, personally; (2) any surveillance or other intelligence gathering involving you, personally; and (3) any court documents that reference you, personally.

3. A list of the UMD Department of Aerospace Engineering’s activities that involve Baltimore City, Baltimore County, Howard County, Montgomery County, and Prince George’s County.

This is in response to your July 15th and July 20, 2015 inquiries to my MPIA Request dated July 14, 2015 (PREVENTING TERRORISM, COUNTERING VIOLENT EXTREMISTS GROUPS AND INDIVIDUALS AND CRIME PREVENTION PROGRAMS).

The timeline would begin from August 2005 to present. This is not a fishing expedition, and are requesting information from UMD Department of Aerospace Engineering’s activities that involve State of Maryland, Baltimore City, Baltimore County, Howard County, Montgomery County, and Prince George’s County involving me related to Maryland Coordination Analysis Center, Maryland Antiterrorism Advisory Council, or Suspicious Activity Reporting & Fusion Center, state and local law enforcement agency's including any and all information, as desribed below:

On November 3, 2003, the ATAC began operating the Maryland Coordination and Analysis Center (MCAC) which houses personnel from a wide array of agencies (law enforcement, emergency management, transportation, first responder, public health) whose primary responsibility is to provide information and analysis related to suspected terrorist activity. For efficiency sake, the MCAC also is concerned with general criminal activity since it is often difficult to determine if, and at what point, information related to general crimes may become relevant to terrorism matters. Analytical products produced by the MCACs Intelligence Analysis Division may be utilized in the investigation and/or prosecution of offending individuals and/or organizations. This Division also produces strategic analysis that is disseminated to appropriate ATAC members for their use and benefit. Additionally, the Center operates a 24/7 Watch Division that facilitates the immediate receipt and dissemination of critical information to public and private sector ATAC members and also has a Policy, Programs and Requirements Division which oversees MCACs outreach to the public and private sectors as well as the administrative functions of the Center. The Center and its work products are also accessible to the national entities responsible for the effective coordination and dissemination of threat information and analytical products, such as the National Counterterrorism Center (NCTC), the Terrorist Screening Center (TSC), the DHS National Operations Center (NOC), the TSA Operations Center and CT Watch. When and if other national, or statewide, entities are created, the MCAC will ensure effective two-way communication between them as well. The MCAC also hosts a website located at www.mcac.maryland.gov where information may be found both in its public space and in its password protected space.
