Allstate Rate Filing Decision Letters

Pursuant to the Maryland Public Information Act, I hereby request the following records:

I am a reporter with The Markup, a news organization that will begin publication later this year. I am seeking the decision letters drafted by the Maryland Insurance Administration laying out the agency's rationale and conclusions with regard to two Allstate rate filings. The first is the 2014 filing with the SERF number ALSE-129270805, which was ultimately withdrawn by Allstate. The second is Allstate's 2016 filing, which was approved after significant modification, that had the SERF number ALSE-130416646.

As a reporter at a nonprofit news organization, I seek a waiver of all fees associated with this request. For more information about The Markup, please visit www.themarkup.org.

Along with confirmation of the receipt of this request, please send me an estimated date of completion for when the documents will arrive.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Hi Tracy,

I wanted to provide some more information that might help you locate the decision letter sent by Geoff Cabin to Allstate's Meghan Mulvihill.

The letter to Allstate was dated May 21, 2014.  A .pdf of the letter was emailed to the following people within the MIA, who would have had the letter on their computers:

- Therese Goldsmith, Commissioner
- Sandra Castagna, Associate Commissioner, Property and Casualty
- Brenda Nelis, Assistant Director, P&C Rates and Forms
- J. Van Lear Dorsey, Principal Counsel
- Linda Ness, administrative assistant in the Attorney General’s Office
