Pursuant to the Indiana Access to Public Records Act, I hereby request the following records:

All contracts (and their amendments) and memorandums of understanding entered into by Marion County, Indiana for services and activities related to the Marion County Jail (https://www.cca.com/facilities/marion-county-jail-ii)

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

The Marion County Sheriff's Office received your request forwarded to us by the Marion County Clerk for all contracts, amendments, and memorandums of understanding entered into by Marion County, Indiana for services and activities related to the Marion County Jail.

Thank you for your message. I am interested in all contracts with CCA for activities at either of the facilities. I would also prefer to have the original bidding notice (Request for Proposal/Invitation to Negotiate) and all materials provided in response that contributed to the selection of the winning bidder; for example, if there were evaluative scores assigned to the bidders or other competitive evaluations, I would like those included as part of the "Contract Documents."

Dear Beryl Lipton:

I am writing on behalf of your February 17, 2015 public records request of the Marion County Sheriff’s Office. Specifically, you requested: “all contracts with CCA for activities at either of the facilities. I would also prefer to have the original bidding notice (Request for Proposal/Invitation to Negotiate) and all materials provided in response that contributed to the selection of the winning bidder; for example, if there were evaluative scores assigned to the bidders or other competitive evaluations, I would like those included as part of the “Contract Documents.”

We have reviewed the records in MCSO’s possession and have determined that the attached documents are the only responsive documents we have. The services contract with CCS was originally bid in 1996, 14 years before the current administration took over MCSO. The agreement has been renewed since that time. I am attaching the 2007 contract and the most recent letter increasing the per diem rate pursuant to that contract. If you have any questions or require further clarification, please do not hesitate to call.
