Pursuant to the California Public Records Act, I hereby request the following records:
1) The most recent annual financial statements of the Marin County Inmate Welfare Fund, including Income, Cash Flow and Balance Sheet statements.
2) The most recent contract with GTL corporation for Marin County Jail communications including any contract amendments.
3) Any writings between January 1, 2020 to the present regarding the Inmate Welfare Fund.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Request #2 is similarly for “the most recent” contract. Previous contracts have been published and are part of the Board of Supervisors meeting record.
Request #3 is for “any writings”. Since the Inmate Welfare Fund has been named in documents published in Board of Supervisors meeting during the past year, your message is not responsive.

Dear Ms. Gerchow,
Thank you for providing documents in response to my requests #1 and #2.
Regarding Request #1, I find only a screen shot of the Inmate Welfare Fund balance sheet as of 4/28/21. I requested the most recent ANNUAL financial statements including Income, Cash Flow and Balance Sheet. I believe these are existing documents as I have previously received them in classical accounting form for years prior to 2019. To avoid further confusion, I request in addition, any summary period or quarterly Income, Cash Flow and/or Balance Sheet reports created since the most recent annual statements mentioned above.
Regarding Request #2, the contract you provided was signed in 2008 and was effective until 2012 and therefore is not responsive to my request. On October 16, 2018, the Board of Supervisors approved a new contract with GTL with a 3 year term. I request any amendments to that contract or in the case that it has been replaced with a new contract, I request a copy of that contract. In case there is any further confusion about this request, it is for the current contract and amendments for Marin County Jail Communications including Inmate Phone Service.
