Pursuant to the New Hampshire Right to Know Law, I hereby request the following records:

For the period starting on January 1, 2019 and ending on December 14, 2021, copies of all communications to, from, or about the Manchester City Library main branch that discuss any of the following topics:
Drug consumption or overdose on the library premises
Drug paraphernalia on the library premises
Confrontations between known or suspected drug-users and library patron and/or staff
Library staff concerns about issues related to loitering, washing, or sleeping in the library
Library staff or patron concerns about health/welfare/wellbeing of transient, homeless or drug-using library visitors
Drug-related police calls to the library
By "communications", I mean letters, emails, memos, meeting minutes and other documents that discuss the relevant topics.
My interest is in learning how the significant epidemic of opioid use in Manchester has impacted the library staff, patrons, facilities and ability to deliver services, as well as common challenges, concerns of serving library visitors with opioid use disorder and other addictions. Therefore, it may be useful to do a key word search for words related to this topic, such as heroin, fentanyl, needle, overdose, etc.
I do not intend for you to have to search every city department for responsive records. For the sake of limiting the scope of the search, it would be acceptable to me to limit this search to written communications only (I.e., I do not need recordings or videos of meetings, etc) and to limit the search for emails to only those that include domains/domain names associated with the library. I am happy to talk or exchange emails with you if I can be of any assistance in clarifying or determining how to best conduct this search and find responsive records.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I have loaded the files that I currently have that are relevant to your request. Incident Reports for 2019-2021 and staff meeting minutes for 2019-2021. I am still awaiting e-mail files from our City's IT department to send to you. The Library Trustees minutes are on our website. I have also attached the invoice for the copies of the Incident Reports as those required redacting of patron information before sending.
