Pursuant to the New Jersey Open Public Records Act, I hereby request the following records:

1. Please provide a copy of my letter dated September 9, 2018, sent via e-mail and USPS Certified Mail-RRR to Captain Niesz Re: Reporting Incidents at 52 Sutton Drive, Manalapan, NJ 07726, Neighbor Filing a False Police Report.

2. Please provide your response to my letter and the corrections made to my complaint that were not included previously.

3. To refresh your memory, on July 25, 2018 the new next door neighbor Ishkhanyan filed a false report to law enforcement with the intention to falsely incriminate me. I filed an incident complaint against her and have yet to receive a copy of my complaint. Please provide a copy of my complaint again the neighbor Yuliya Ishkhanyan. Since the day they moved in, when I walk outside they walked outside. When gardening I was stalked around my own yard from theirs. I have witnessed them staring at the roof of my residence, stalking my moves while following me viewing a cell phone. They have also intentionally damaged my property in May 2018 refusing to acknowledge it then writing with an abusive response. That letter was provided to your agency yet was never acknowledged or included in the complaint, violating my rights under 18 U.S. Code ยง 242 - Deprivation of rights under color of law. The police report she filed was fictitious.

4.a. Your agency Incident report states: "Disorderly Conduct, with additional office as: CDIS Citizen Dispute. Please describe in detail the definition of "Disorderly Conduct" and how that applied to me walking on my own driveway. Lastly, on page 2 of 6 it states Cad Call TERR THREATS initiating call. 4.b. Please describe in detail the definition of a "TERR THREAT"? How does that definition apply to this situation?

5. Please provide a copy of the inclusion on my complaint to your Police Blotter. If it was not submitted to teh Police Blotter, explain why not.

6. Are all reported crimes / incidents / complaints to your agency included in the Police Blotter?

7. Describe the reasons why a reported crime / incident / complaint would not be included in the Police Blotter.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
