Pursuant to the Maine Freedom of Access Act, I hereby request the following records:

Any files including but not limited to criminal and non criminal records (ie police records and arrest reports) for:

Gordon William Campbell, born 1947 (+/- 1 year)

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by 1 M.R.S.A. § 408(6). The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

2. Publicly-accessible criminal history record information may be ordered through the following website: https://apps1.web.maine.gov/online/pcr/;
3. For our agency to be able to conduct an accurate search of our records systems, we will need the date of birth of the individual identified in the request. You may fax that information to me at 207 287-3659;
4. Because some of the types of records to which you are seeking access are confidential by statute, at your convenience, please clarify whether you are the legal representative of the individual identified in the request. Having that information will enable our agency to determine the extent to which access to what, if any, responsive confidential records we may have will be able to be provided to you.

Two clarifying questions:

1. What timeframe does the request contemplate? Records from the past 2 years, for example? From the past 5 years? Or is there a specific timeframe (for example, records from the year 2019)?
2. I understand that, through the request, formal law enforcement records are being sought, such as reports relating to criminal investigations. What would be an example of a “non criminal” record that would be responsive to the request?

If the time frame can be between 1973-1987 please.

It would include any files held on your systems related to the subject that you are at liberty to release, such as investigative files which did not amount to any charges or arrests. This could include but is not limited to monitoring records, or newspaper filings.
