To Whom It May Concern:

Pursuant to the Maine Freedom of Access Act, I hereby request the following records:

All email communications (sent and received) to/from all employees of the Office of Governor from December 1st, 2018 to January 3rd, 2019 containing any of the following words:

- Pardon
- Pardoned
- Pardoning

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by 1 M.R.S.A. ยง 408(6). The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Dear J. Ader:
This will acknowledge receipt of your FOAA request received by fax on January 10, 2019. The lower portion of that faxed document that begins "On January 3" and is addressed "To Whom It May Concern" was not received by his Office prior to your January 10 fax.
We need to access records of the prior administration in order to fulfill your request, and will begin that process promptly. Once the number of responsive documents has been identified, you will be given a cost estimate for providing the records. At that time I will also be able to provide a good faith estimate of the time required to review the records for any that may be confidential under Maine's Criminal History Record Information Act, or under the terms of Governor LePage's Executive Order 25 FY 11/12, An Order Establishing the Governor's Board on Executive Clemency, issued December 6, 2011.
I will update you as information becomes available.
