I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

Is this a real request?

If it is those reports would be related to arrests & therefore CORI protected.

Most reports of this type would be with Evidence Control & would not be easy to single out in a search as large & time consuming as the one your requesting.

There would be a cost for the time required to search, generate, redac & copy any reports that could be released to the public.

Mr. Musgrave,
A search of our records returns 3611 cases involving the seizure of drugs within the dates you requested. A list of these cases will produce approximately 250 pages of cases. A detailed report of each and every case which lists the particulars of the case (location, quantity, description) is maintained separately and would need to be individually printed up by the evidence officer.
A good faith estimate of the cost of providing the list of cases, only is $265.00 mailed, or $132.50 if provided “in hand”. The estimate of cost to provide a report of each case with the particulars of the case would be approximately 40 hours at $27.55/hour (the lowest paid employee who can do this work) or $1102.00, plus approximately $3,611 for the documents; a total of $4,713.00. Should you choose to receive the documents “in hand” the cost would be $1,102.00 plus $1,805.50; a total of $2,907.50.
Please send a check payable to the City of Lynn in the amount of the estimated cost for whichever documents you choose to receive. As soon as we receive your check, we will begin compiling the documents.
