Pursuant to the Georgia Open Records Act, I hereby request the following records:
All contracts (and their amendments) and memorandums of understanding entered into by the City of Lumpkin, Georgia for services and activities related to the Stewart Detention Center (https://www.cca.com/facilities/stewart-detention-center)
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Mr. Lipton,
I have been working to find all necessary documents to satisfy your open records request. I am having difficulty trying to interpret what you want. I currently have a significant amount of paperwork, and am still searching for documentation.
The wording of the request makes the data search vast. “All contracts and memorandums of understanding entered into by the City of Lumpkin, Georgia for services and activities related to the Stewart Detention Center”.
For the city sewer service alone I have found over 5000 pages spanning over a 10 year period. I know there are additional contracts before 2005, but I am having trouble locating the files. I still need to go through our paid invoice boxes to acquire the receipts over this time period, the associated paperwork will be immense and time consuming to decipher. I am including state contracts with the Env. Protection Division and monthly sample analysis from our wastewater treatment facility, as they are a part of the contract.
The city gas service I have over 1000 pages spanning over 16 years, but am still searching for contracts and MOU’s around the time period of 1999. The missing contracts are for a project that never left the ground.
I have not started on fire and police services yet.
Due to the significant amount of paperwork, I will not be able to produce a digital copy.
Can you refine the request to be more specific to include a time window or identify specific services/activities. The open ended request is difficult to fill. I am diligently working to meet the request, but a more definitive request would significantly reduce time and cost.

Thank you so much for all of your help on this request. Would it significantly cut back on your search if you were to provide only the most recent/active sewage/water/gas/emergency/other agreements? I am interested in most of the materials, but I understand the strain that such a request would bring, so any advice you have on how to include further materials without dealing you an unnecessary burden would be appreciated.
