Pursuant to the Kentucky Open Records Act, I hereby request the following records:
Any and all emails sent to the “LMPD All Sworn” list between March 13, 2020 and September 24, 2020 containing one or more of the following non-case-sensitive search terms:
- “Breonna”
- “Taylor”
- “thug”/“thugs”
- “protest”/“protester”
- “riot”/“rioter”
- “civil rights”
- “pencil pusher”
- “warrior”
- “Mattingly”
- “Hankison”
- “Cosgrove”
If any of the responsive emails have files attached, I request that you include the attachments as well in your response.
I request that I be properly classified as a media requester. I am an investigative journalist who has written numerous articles on topics of public interest for Responsible Statecraft, the National Interest, Reason Magazine, America Magazine and the Armenian Weekly.
If you have any questions about my media status, please contact me.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I wanted to follow up on the following Kentucky Open Records Act request, copied below, and originally submitted on Sept. 23, 2020. Please let me know when I can expect to receive a response.

Please be advised that the LMPD is unable to locate a September 23, 2020 open records request from your agency however your identical requests dated November 29 and December 2, 2020 have been forwarded to the Office of Management and Budget for review. Please note that there are currently 25+ requests that precede yours your request will be handled in the order in which it was received. Please allow 25 – 30 business days for any responsive data to be generated and you will be contacted via email on or before Tuesday, January 19, 2020.
From: Louisville Metro Police Department
This office has been advised that a preliminary search using the requested keywords returned more than 1,100,000 estimated hits. Consequently your request is denied as being overly burdensome pursuant to KRS 61.872(6). Fulfilling your request as written would require someone to read through each individual email and manually redact any information of a personal nature or unrelated to the keywords you have cited, a process that would take at least 12 calendar months of staff time. The purpose of the Kentucky Open Records Act is to provide ‘readily available’ records. Should you wish to reframe your request with fewer keywords, specifically named individual emails or a shorter timeframe, please advise.
