Pursuant to the Kentucky Open Records Act, I hereby request the following records:

- Descriptions of each police shift assignment (e.g., 1st division, 2nd division,...9th division etc). For instance, a brief description of the assigment shift "1st Division, 1st Platoon". The goal is to know the differences between each police shit assignment and how each relates to one another. The descriptions should be able to delineate the differences between a "1st Division 1st Platoon" and a similarly labeled assignment such as "1st Division 1st Platoon, Squad 1".

- A statement on how 12 hour shift lengths are allocated over the time period of 2014 - 2020. In particular, are these 12 hour shifts allocated at random to police officers? Are they voluntarily picked up?

- A statement on how 10 hour shift lengths are allocated over the time period of 2014-2020. In particular, are these 10 hour shifts allocated at random to police officers? Are they voluntarily picked up?

- A statement on the typical shift length of a police officer for 2014-2020.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

With respect to your requests for 'descriptions' and a 'statement', 12-ORD-026 (internal citations omitted): [The] Attorney General has consistently held that "requests for information, as opposed to requests for specifically described public records, need not be honored."...[T]he duty imposed upon public agencies under the Kentucky Open Records Act is to make public documents available for inspection and copying. Public agencies are not required by the Kentucky Open Records Act to create (emphasis added) a record to satisfy the parameter of a particular open records requests. Your requests for 'descriptions' and a 'statement' are a request for information and not a request for a specific record.
