@LMPD Direct Messages Twitter

To Whom It May Concern:

Pursuant to the Kentucky Open Records Act, I hereby request the following records:

Copies of all Twitter Direct Messages sent or received by LMPD's Twitter account https://twitter.com/LMPD from March 1, 2020 through October 12th, 2020. A similar request (https://www.muckrock.com/foi/louisville-209/foia-louisville-pd-lmpd-twitter-dms-102712/) was previously denied because "The LMPD does not have the resources to download the requested data and our obligation under the Kentucky Open Records Act is to provide records that are readily available, and not to conduct research. Fulfilling your request would require this agency to screen shot every direct message and then review them to make necessary personal privacy redactions such as names, phone numbers and other personal information. This research would take an extraordinary amount of time and thus, would be an unreasonable burden on this agency in order to comply."

Downloading a twitter archive, which contains all of the direct messages requested, is a free automated service and takes less than 5 minutes to request the relevant records from Twitter's archives. https://help.twitter.com/en/managing-your-account/how-to-download-your-twitter-archive. Inside the twitter archive is a file called direct-messages.js that contains the messages.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Under state law (Senate Bill 150, KRS 61.872 and 61.880) a response to an open records request is required within 10 days. 14 days have now passed since the request was first filed and I have not received a response.
