To Whom It May Concern:

Pursuant to the Kentucky Open Records Act, I hereby request the following records:

1) All documents outlining current predictive risk models developed as part of the BrightBytes Early Warning system for all schools in the district (and by grade, if applicable). To clarify, I'm requesting the documents that lay out how the models weigh the 24 indicators the BrightBytes Early Warning system monitors in each school. More information about the BrightBytesEarly Warning system models and indicators can be found here: http://wvde.state.wv.us/osp/Graduation/HowItWorks.pdf

2) All district and/or school policies governing how teachers, counselors, administrators, and other school staff should use the early warning system. This should include directives to staff about implementing the proper interventions and monitoring for at-risk students.

3) All published studies, white papers, or other research provided to the district by BrightBytes regarding its products.

4) All guidelines, user manuals, or other informational material provided to the district by BrightBytes regarding its products.

5) All contracts and privacy policies between BrightBytes and the district.

I ask that all fees be waived for this request as I am a journalist (examples of my work can be found at toddfeathers.com) and I intend to use the requested records to publish articles in the public interest and not for any commercial purpose.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
