Pursuant to the Louisiana Public Records Law, I hereby request the following records:

Any emails sent or received by Louisiana Agricultural Commissioner email address of commissioner@ldaf.state.la.us where the terms “Walt Garlington” or “Louisiana State Sovereignty Committee” appear in either the body or text of the email.

According to some blog posts on the internet, a person named Walt Garlington was encouraging citizens to contact Commissioner Mike Strain in 2010 and 2011 about the proper relationship between the citizens of Louisiana and the Federal government.

A Louisiana blogger (and self described “Chemical Engineer”) named Walt Garlington is now featured prominently on a website called usareally.com, which has been identified by the McClatchy news organization as being affiliated with a St. Petersburg based cyber disinformation run by Russian government. The posts being written by the blogger Walt Garlington have strong similarities to earlier appeals in regards to contacting Commissioner Strain.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

On June 8, 2018, the Division of Administration (DOA) advised you that the Commissioner of Administration is not the proper custodian for your public records request and directed you to submit your request to the Department of Agriculture and Forestry. In an email received from you by the DOA dated June 9, 2018, you indicated that you submitted your request to the Department of Agriculture and Forestry.
