Pursuant to the the Louisiana Public Records Act, I hereby request the following records:
All contracts, memorandums of understanding, agreements, invoices, and related materials regarding the employment and/or use of inmates and inmate labor sourced from facilities operating within the Louisiana state prison system, including the following:
Allen Correctional Center (private)
Avoyelles Correctional Center
B. B. Rayburn Correctional Center
C. Paul Phelps Correctional Center
David Wade Correctional Center
Dixon Correctional Institute
Elayn Hunt Correctional Center
Louisiana Correctional Institute for Women
Louisiana State Penitentiary (Angola Prison)
Winn Correctional Center
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

To whom it may concern:
The Department is in receipt of the attached request regarding the
employment of inmates and the use of inmate labor. Please be advised that
this is a substantial request, and the documents you seek are maintained in
hard copy format only. Fees will not be waived. As such, the Department
must insist upon a $10,000 deposit to begin compiling the information you
request. I trust this sufficiently answers your concerns.

Hello Mr. Vining,
I'd like to revisit this request in such a way that the burden upon your office is not so great. I hope we can discuss ways in which to do this. At the previous rate cited, it would be less expensive to inspect the records in-person; my understanding is that fees may only be charged in the case that I wish to view them outside of regular office hours. Could you please give me some sense as to whether there is a database that may contain upper-level details of these agreements? Or could we organize a time to discuss other options?
