Grievances re: CCA-Managed Winn Correctional Center

Beryl,

I am in receipt of your 9/22/14 FOIA request whereby you seek all
complaints/grievances referencing Winn Correctional Center. You also
request that any fees be waived. Please be advised that Winn Correctional
Center processes approximately 1500 grievances each year. Each grievance
averages 20 pages. Per the Department's records retention policy, only the
previous 4 years of grievances are maintained. Due to the sheer volume of
data sought, the Department is unable to waive fees in this matter, and the
costs to retrieve the records--which are maintained via hard copy
only--will be substantial. The Department would require an initial deposit
of $5,000 to begin processing this request. I trust this fully responds to
your request.

Five is no issue whatsoever---I many have a few here that were part of
lawsuits that I can send now. I'll see if Winn Correctional has a printout
available showing how many are received each year.....but their officials
assured me this morning that on average, they get about 1500 each year.
They are all processed, but that would also include grievances that are
rejected for various reason. While I check on that, our regulation for the
filing of grievances is below.

Your last email came through in a crazy format, so I really could not read
it. However, I can tell you that WNC does not break down precisely by
number the nature of each grievance. What I can tell you, however, is that
roughly 60% of all grievances concern time computation. After that, the
remaining 40% is a mixture of medical complaints, issues with staff,
transfer requests, and finally just general conditions of confinement.

Your last email came through in a crazy format, so I really could not read
it. However, I can tell you that WNC does not break down precisely by
number the nature of each grievance. What I can tell you, however, is that
roughly 60% of all grievances concern time computation. After that, the
remaining 40% is a mixture of medical complaints, issues with staff,
transfer requests, and finally just general conditions of confinement.

maintained by the ARP Screening Officer and/or a collection of the First

narrowing this request.

Five is no issue whatsoever---I many have a few here that were part of
lawsuits that I can send now. I'll see if Winn Correctional has a printout
available showing how many are received each year.....but their officials
assured me this morning that on average, they get about 1500 each year.
They are all processed, but that would also include grievances that are
rejected for various reason. While I check on that, our regulation for the
filing of grievances is below.

Thank you very much for your message. I'm hoping you can provide me with
options for narrowing my request, as the estimated $5000 deposit is
prohibitively high. For example, even a small subset of grievances---for
example, the last five received by your office---would be helpful. Any
records stating how many grievances are submitted each year and how many
are processed would be useful. Also, any records detailing which complaints
have been processed would be a step in a productive direction. I understand
that 30000 pages of grievances kept in hard copy would be a terrible hassle
for your office to handle, so I would like to compromise in some way that
could result in documents without bogging down your operations.

Beryl,

I am in receipt of your 9/22/14 FOIA request whereby you seek all
complaints/grievances referencing Winn Correctional Center. You also
request that any fees be waived. Please be advised that Winn Correctional
Center processes approximately 1500 grievances each year. Each grievance
averages 20 pages. Per the Department's records retention policy, only the
previous 4 years of grievances are maintained. Due to the sheer volume of
data sought, the Department is unable to waive fees in this matter, and the
costs to retrieve the records--which are maintained via hard copy
only--will be substantial. The Department would require an initial deposit
of $5,000 to begin processing this request. I trust this fully responds to
your request.
