Pursuant to the California's Sunshine Amendment (Cal. Const. Art. I, ยง 3(b)), I hereby request the following records:
All license plate scan data collected by automated license plate recognition (ALPR) scanners, both mobile and fixed. Please include all data stored on LASD servers.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

I've just received your letter of 12 August 2013 outlining exemptions to my records request for ALPR data. In light of that letter, I would like modify my request to anonymized data, i.e. data without the license plate numbers, which would eliminate the confidential information contained therein.

Despite numerous followups to your attention, I have received no response to my agreement to narrow this request to anonymized ALPR data. Without license plate numbers, this information poses neither privacy nor investigative concerns, and ought to be a matter of a simple query within your department's ALPR system.
Please confirm receipt of this letter, and provide an answer as to my modified request.
