Pursuant to the California Public Records Act, I hereby request the following records:

Records that identify equipment grants from Urban Areas Security Initiative (UASI) funds to law enforcement agencies within the Los Angeles/Long Beach Urban area, approved since January 1, 2016, including grant application if available, that contain some or all of the following information:

Name of recipient or sub-recipient;
City or County of recipient/sub-recipient;
Summary description of equipment for which the grant was intended;
Dollar amount or value of grant, award, or sub-award;
Fiscal Year of federal funds from which grant originated;
Time period in which grant was to be executed.

The information we have received from the California Office of Emergency Services indicates that the City of Los Angeles serves as UASI authority or administrator in the Los Angeles/Long Beach Area. The Los Angeles City Clerk's office has indicated that LAPD is likely to have records responsive to this request.

Please disclose records as they become available to you. If you determine that any or all of the information in responsive records is exempt from disclosure, I request that: (1) you exercise your discretion to disclose some or all of the records notwithstanding the exemption; and (2) that, with respect to records containing both exempt and non-exempt content, you redact the exempt content and disclose the rest.

Your request was made under the California Public Records Act (the Act). The Department is cognizant of its responsibilities under the Act. It recognizes the statutory scheme was enacted to maximize citizen access to the workings of government. The Act does not mandate disclosure of all documents within the government’s possession. Rather, by specific exemption and reference to other statutes, the Act recognizes that there are boundaries where the public’s right to access must be balanced against such weighty considerations as the right of privacy, a right of constitutional dimension under California Constitution, Article 1, Section 1. The law also exempts from disclosure records that are privileged or confidential or otherwise exempt under either express provisions of the Act or pursuant to applicable federal or state law, per California Government Code Sections 6254(b); 6254(c); 6254(f); 6254(k); and 6255.
