Pursuant to the California Public Records Act, I hereby request the following records:

Any contractual agreements between Verra Mobility (Formerly: American Traffic Solutions Inc "ATS"), Redflex Traffic Systems, Xerox, GATSO

Names and bids from third-party vendors or companies offering Traffic Camera Enforcement services or Speed Radar Camera Services from January 1st, 2001- March 2022

Maintenance records and or logs for all implemented traffic and or speed cameras and sensors

Timing delay for all operational cameras

Number of deployed traffic and or speed cameras currently in use, street or cross street locations if applicable

Number of red light , liscense plate readers or speed camera “citations or infractions” which may have been captured in error from January 1st, 2021- March 2022

Number of red light , liscense plate readers or speed camera “citations or infractions” objected or contested January 1st, 2021- March 2022

I am also kindly requesting the Policy & Procedures for the following:

Auditing suspected captured "infractions"
Objections & Appeals
Required Maintenance Schedule

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Your request was made under the California Public Records Act (the Act). The Department is cognizant of its responsibilities under the Act. It recognizes the statutory scheme was enacted to maximize citizen access to the workings of government. The Act does not mandate disclosure of all documents within the government’s possession. Rather, by specific exemption and reference to other statutes, the Act recognizes that there are boundaries where the public’s right to access must be balanced against such weighty considerations as the right of privacy, a right of constitutional dimension under California Constitution, Article 1, Section 1. The law also exempts from disclosure records that are privileged or confidential or otherwise exempt under either express provisions of the Act or pursuant to applicable federal or state law, per California Government Code Sections 6254(b); 6254(c); 6254(f); 6254(k); and 6255.

The Department’s Response to Item No. 1:

A search was conducted, and no responsive records were located. Please be advised that the City of Los Angeles City Clerk is the custodian of all City contracts. As of this date, our office has determined that the Los Angeles Police Department is not in possession of any documents or information relating to your request for traffic cameras-related records. Please be advised the Department does not track camera “citations or infractions” which may have been captured in error, objected or contested. This response does not include any records that may be in the custody of other City departments or public agencies. Each City department or public agency maintains and is responsible for its own records.

The County of Los Angeles Superior Court – Traffic Division (see: https://www.lacourt.org/division/traffic/traffic2.aspx) may have records responsive to your request. Additionally, please be advised that the Los Angeles City Council voted to end the red-light cameras program in 2011.
