Pursuant to the California Public Records Act, I hereby request the following records:
1. the total number of civilian complaints against law enforcement that were reported and the total number sustained for 2022.
2. the total number of civilian complaints alleging law enforcement use of excessive force that were reported and the total number sustained for 2022.
3. the total number of civilian complaints alleging biased policing or racial profiling that were reported and the total number sustained for 2022.
4. the total number of civilian complaints alleging criminal conduct that were reported and the total number sustained for 2022.
5. the total number of officer-involved shootings in 2022, both fatal and non-fatal.
6. In 2022, did your agency make any changes to its policies or practices (formal or informal) in the following areas? Please indicate which of these areas were changed and describe or provide documentation that references which changes (if any) took place for each of the following:
- Use of force
- Body-worn cameras or dashboard cameras
- Traffic stops/traffic enforcement
- Arrests for low-level offenses
- Mental health response
- Substance abuse response
- Domestic violence response
- Homelessness response
- Handling of civilian complaints
When available, I would appreciate being sent individualized data for each item in this request in spreadsheet format. If individualized data are unavailable, please send information that includes aggregate statistics for the item instead.
Note that my requests for civilian complaints are specifically for civilian complaints, please do not include complaints filed by one officer/the department against another officer.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Your request was made under the California Public Records Act (the Act). The Department is cognizant of its responsibilities under the Act. It recognizes the statutory scheme was enacted to maximize citizen access to the workings of government and does not mandate disclosure of all documents within the government’s possession. Rather, by specific exemption and reference to other statutes, the Act recognizes that there are boundaries where the public’s right to access must be balanced against such weighty considerations as the right of privacy, a right of constitutional dimension under California Constitution, Article 1, Section 1. The law also exempts from disclosure, records that are privileged or confidential, or otherwise exempt under either express provisions of the Act or pursuant to applicable federal or state law, per California Government Code Sections 7927.200; 7927.700; 7923.600-7923.625; 7927.705; and 7922.000.
With regard to Items 1-4
Please be advised that, pursuant to California Government Code Section 7922.535, we have found that “unusual circumstances” exist with respect to the request due to the need to search for, collect, and review the requested records from other Department entities which are separate from the office processing the request. Therefore, our staff will require the statutory fourteen days extension of time in which to respond. A determination concerning your request will be made as soon as possible.
With regard to Items 5-6:
The Department has conducted a search based on the provided information.

We are reviewing your public records request pertaining to complaints, officer-involved shootings, and LAPD policies.
With regard to your request for "the total number of civilian complaints alleging criminal conduct that were reported and the total number sustained for 2022":
Your request is not “a request for a copy of records that reasonably describes an identifiable record or records” [see Government Code Section 7922.530(a)]. Your request does not describe the records sought clearly enough to permit our staff to determine whether any responsive records exist. Please provide additional information such as the specific crimes you are requesting data on (i.e. sexual assault, etc.), so that a search for responsive records can be conducted.
We ask that you provide a response by June 9, 2023. If we do not receive a response by the date indicated, then we will consider this portion of your request as closed.

The Department continues to search for, identify, and review responsive records. Please be advised that the Department will provide you with copies of non-exempt records responsive to your request. It should be noted that some of the records to be provided, if any are located, will be redacted per California Government Code Sections 7927.200; 7927.700; 7923.600-7923.625; 7927.705; and 7922.000.
The Department estimates that it will be able to provide you an update/copies of responsive, non-exempt records by July 14, 2023.
With regard to Item# 4:
We have not received the additional information that we requested on June 2, 2023, which is required to accurately respond to your request. Therefore, we are now closing this portion of your request.
