Pursuant to the California Public Records Act, I hereby request the following records:

Documents dated between July 2017 and July 2019 about L.A. Mayor’s Office’s use of the Countering Violent Extremism (CVE) grant, specifically those documents reviewing the effectiveness of the L.A. CVE “referral system.”

This organization was listed as by the Department of Homeland Security (DHS) as a CVE grant recipient here:

On the DHS web page listed above, your grant application to the DHS is listed. In this grant application, you have said that your organization will allocate $80,000 to “the RAND Corporation to build evaluative measures, provide metrics components and to ensure activity outcomes are successfully completed. This will entail data collection and analysis, as well as assessing effectiveness and impact of the referral system. Analysis will be shared to improve learning from best practices and duplication of successful activities.”

I would like all documents related to these “evaluative measures,” including all metrics that the RAND corporation or your office used to evaluate the effectiveness of the L.A. “referral system” (the referral system is explained on page 73 of your grant application, linked below:).

This should include all internal documents related to the evaluation of the referral system, plus all grant deliverable reporting submitted to the Department of Homeland Security about the effectiveness of the referral system.
