Pursuant to the California Public Records Act, I hereby request the following records:

1) Any and all documents describing, explaining, or showcasing the new Board of Supervisor's Board Room Redesign Plan including blueprints, reports, and illustrations.
2) Any and all budget documents providing a cost breakdown for the design and build of the new Board Room Redesign Plan.
3) Additionally, I request any email correspondence between LA County CEO Sachi Hamai and all five LA County Supervisors, Supervisor Hilda Solis, Supervisor Mark Ridley-Thomas, Supervisor Sheila Kuehl, Supervisor Janice Hahn and Supervisor Kathryn Barger, regarding the new Board Room Redesign Plan.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Thank you so much for this information, much appreciated!

I'm seeing on the schedule that the chosen contractor will be notified on Monday, 3/4/19 and the project as a whole should be done by the summer of this year. I can file a separate CPRA for this, but I would like to see the submitted bids on 2/26. Again, if I need to file a separate CPRA, for those materials, I can.

Good morning,

This is in response to your Public Records Request below. Specifically you requested:

I'm seeing on the schedule that the chosen contractor will be notified on Monday, 3/4/19 and the project as a whole should be done by the summer of this year. I can file a separate CPRA for this, but I would like to see the submitted bids on 2/26. Again, if I need to file a separate CPRA, for those materials, I can.

Please note, dates in the schedule are subject to changes. Currently the bid for contract remains subject to negotiation. Government Code section 6255(a) allows an agency to withhold a record when the public interest served by withholding the record clearly outweighs the public interest in disclosure. For this reason, any responsive bids for this project cannot be produced at this time because they relate to a bid for a contract which remains subject to negotiation. The interest in keeping the bid proposal materials confidential outweighs the public interest in disclosure, until the negotiations have been completed. (Michaelis, Montanari & Johnson v. Superior Court (2006) 38 Cal.4th 1065.) Moreover, the Public Records Act exempts from disclosure "[p]reliminary drafts, notes, or interagency or intra-agency memoranda that are not retained by the public agency in the ordinary course of business, if the public interest in withholding those records clearly outweighs the public interest in disclosure." (Gov. Code § 6254(a).) Such drafts and other records responsive to your request may contain official and privileged information that reveals deliberative process, and is therefore exempt. (Times Mirror Company v. Superior Court (1991) 53 Cal.3d 1325, 1338; Evid. Code § 1040.)

Please be advised that the Executive Office only keeps and maintains official records of the Board of Supervisors and Countywide Communications keeps and maintains official records of the Chief Executive Office. Both offices do not perform this function for all departments, agencies, commissions, etc. of the County of Los Angeles. Requests for County public records should be made directly to the responsible department or agency, head, commission or committee secretary, or his or her designee as identified on the website of the department, agency or committee.
