Please note that I am not requesting the contents of each email.

I am more than happy to provide documentation or tips for extracting this information from your mail server if needed. Documentation that I have available include methods using excel, powershell, msaccess, Office 365 eDiscovery tools, and the direct extraction from an exchange database using forensic analysis tools.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

number of emails sent per month is approx 1.9 million and received is
approx 9 mil monthly.

Hello Mr. Chapman,

Your request as written is too burdensome to produce given the monthly
email volume previously stated. The requested information could be
withheld as exempt under Government Code section 6255 because the public
benefit in withholding the records clearly outweighs the public benefit in
releasing them. This is because too many redactions would need to be made
to the requested emails before they could be released.

For example, even just providing the requested subject fields
(From/To/Bcc/cc/Time and Date) would reveal exempt and/or privileged
information. In certain instances, the requested information could
implicate the deliberative process privilege in Gov Code Section 6255, the
law enforcement exemption in 6254(f), the work product privilege in
6254(k) and the personal information exemption in 6254(c).

In addition, the city is statutorily required to protect the identities of
certain people who communicate with, for example, the Controller's Waste,
Fraud, and Abuse unit. AT this point, Information Technology Agency (ITA)
will close your request because of the reason above.

Thank you for narrowing your request to 'GOV' only. With the 'GOV', which
means 'LACITY.ORG', the same determination applies. The number of emails
will be in millions and will cause burdensome for just 'GOV' addresses.
