Dear Los Angles City Clerk,

Pursuant to the California's Sunshine Amendment (Cal. Const. Art. I, § 3(b)), I hereby request the following records, which I understand to be in possession of agencies within your city that have, in any way, contracted or otherwise hired Helix Environmental:

Any and all documents, including but not limited to invoices and contracts that mention, refer to and/or discuss Sarichia Cacciatore, otherwise known as Seekey Cacciatore, a current or former employee of Helix Environmental. Please include but not limit this request to the following search terms: “Sarichia Cacciatore”, “Seekey Cacciatore,” “Seekey,” “seekeyc@helixepi.com,” “seekey@briggslawcorp.com,” and “seekey.cacciatore@gmail.com.”

2) Any and all communication between any city employee of a Los Angeles agency that has contracted with or currently contracts with (or in any way hires) Helix Environmental and Sarichia Cacciatore.

This request is narrow by nature, as it seeks public records pertaining to only one individual at one company that does business with the city. It doesn’t include a time frame, and I ask that you please search your records as far back in time as they exist.

Please provide these documents as they are compiled.

The requested documents will be made available to the general public free of charge as part of our work at inewsource, a nonprofit investigative journalism center. I am a member of the press, and this request is not being made for commercial usage.

I ask that you please provide the records in their original, electronic format.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your time and commitment to an open and transparent government process. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Hello Ms. Williams,
Jackie Middleton forwarded your request to me.

Unfortunately the City Clerk's Office does not maintain the e-mail records
of other City Departments. You must submit your request to the City's
Information Technology Agency. You can find their contact information on
their website at http://ita.lacity.org/Contact/index.htm

You could also obtain records from the departments that the individual you
are researching corresponded with. If you can identify specific
departments I can help you find contact information there.

Similarly we do not maintain operating records of other departments, such
as invoices and payment records. You would have to direct your request to
the relevant departments directly.

The City Clerk's Office maintains the City Council's records, including
reports to the City Council and contracts authorized by the City Council.
We maintain a database indexing the council reports and files on line at:

I have searched those indexes for "sarichia", "cacciatore", "seekey",
"Helix", and "Helix Environmental" but found nothing that appeared to
relate to your individual. If you can use those indexes to identify any
files that I missed please let me know and I can help you obtain copies of
the files.

Does your office have records showing which City Departments, if any, have had (or currently have) contracts with Helix Environmental?

Before I go department by department to request communication, invoices, etc., I am hoping there is first a way to determine which departments, if any, have had (or currently have) contracts with Helix Environmental.

Hello Ms. Williams,
Our finding aids to City contracts and to the City Council records are both
on line.

Contracts are indexed at
http://cityclerk.lacity.org/lacityclerkconnect/index.cfm?fa=c.search&tab=contract
but a search on the word "helix" returned no records.

The City Council files are indexed at
http://cityclerk.lacity.org/lacityclerkconnect/index.cfm
a search there for "helix" yields two files but they do not seem to pertain
to Helix Environmental. One pertains to Helix Glass and the other to the
"Helix Boom."

So as far as I know the City has no contracts with Helix Environmental. Now
it may be that a department has an informal arrangement with them or that
they are working with them as a sub contractor that was not named in the
original contract but unfortunately I have no way of knowing about such
arrangements.

I think your best bet is to consider the type of work Helix does and just
contact those departments that would work on similar issues. Also, to use
the above links and try other search terms such as the name of the site you
believe Helix may have worked on or the names of some of the City employees
that may have been monitoring the project or the names of other vendors who
may have been the lead contractor on a City contract might be helpful.

Sorry i can't be more help but please let me know if you do manage to trace
them back to a city council file or city contract.
