Regardless, I do not believe the CPRA requires us to use any particular form or website. Even oral requests are permitted under the CPRA, and the clock starts as soon as the agency has received the request, even by email.

Dear Requester:
We have received your requests for electronic copies, via email, of all email, calendar invites, text/SMS/MMS/instant messages, or memos sent, written, or received between January 1, 2017 and 2019-04-30 (inclusive), to or from any employee or officer and any of the 51 names/organizations/email domains you have listed, and electronic copies, via email, of all agreements either executed OR in effect at any time from January 1, 2017 to 2019-04-30 (inclusive) with any of the 51 organizations/agencies you have provided.
A search of email communications for any LAPD employee or officer, would require a separate search of each individual email account of approximately 13,661 Department employees. We are unable to conduct a search based on the search criteria provided. Please narrow the scope of your request and provide specific names of the personnel whose emails you are seeking. Please respond before the due date June 3, 2019, so we can proceed with your request.
Please note that effective March 1, 2019, requesters will be charged for staff time expended to redact exempt information contained in email messages and attachments (“emails”). This cost recovery policy is implemented in accordance with California Government Code §6253.9(b)(2) and National Lawyers Guild v. City of Hayward, 27 Cal. App. 5th 937 (2018).
As a reminder, LAPD will not produce any copies of emails until payment has been received. If you do not wish to pay for any necessary redactions of such electronic records, you may amend your CPRA request to remove the email request component (if you requested multiple items), narrow the scope of your email request (time frame, search terms, or senders/recipients) or withdraw your request. " I will also note that National Lawyers Guild v. City of Hayward held that agencies may recover costs for redaction of electronic records *when it requires aid of special computer programming* (like the Windows Movie Maker work in that case). Redacting emails should be no different than redacting any other documents, like PDFs, and should not be charged to me. The appeals court ruling has also been accepted for review by the Supreme Court.

Your request was made pursuant to the California Public Records Act (the Act). The Department is cognizant of its responsibilities under the Act. It recognizes the statutory scheme was enacted to maximize citizen access to the workings of government. The Act does not mandate disclosure of all documents within the government’s possession. Rather, by specific exemption and reference to other statutes, the Act recognizes that there are boundaries where the public’s right to access must be balanced against such weighty considerations as the right of privacy, a right of constitutional dimension under California Constitution, Article 1, Section 1.
