Pursuant to the California Public Records Act, I hereby request the following records:

A copy of the bid submitted in response to the U.S. Army's request for proposals for the site of its Futures Command headquarters, any contracts with third-party providers for services rendered regarding the Futures Command bid, and any marketing budgets regarding Futures Command-related expenditures from August 1st, 2017 to the date this request is processed.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

There seems to be some mistake. Los Angeles was widely reported as being a finalist city about three weeks before I made this request. See: https://www.defensenews.com/land/2018/04/19/army-narrows-locations-for-new-futures-command-to-15/

Could there be another city office which prepared the documents?

I would also like to mention that a spokesperson for the mayor recently commented to AP about Los Angeles as a site for Futures Command. Could you check with her?

Dear Mr. Kenney,

This email responds to your subsequent inquiry on June 6, 2018 to our May
22 response to your May 12, 2018 California Public Records Act (“CPRA”)
request to the Office of the Mayor of Los Angeles (“Office”) to inspect and
obtain copies of records relating to “A copy of the bid submitted in
response to the U.S. Army’s request for proposals for the site of its
Futures Command headquarters, any contract with third-party providers for
services rendered regarding the Futures Command bid, and any marketing
budgets regarding Futures Command-related expenditures” from August 1, 2017
to May 12, 2018 (“Request”).

On May 22, 2018 the Office responded to you indicating that “After a
diligent search, we have determined that our Office does not have
possession, custody, or control of any records that are responsive to your
Request,” to which you asked for clarification on June 6, 2018.

Regarding your request for “A copy of the bid submitted in response to the
U.S. Army’s request for proposals for the site of its Futures Command
headquarters for the time period of August 1, 2017 to May 12, 2018,” the
Office has yet to submit an official bid to the U.S. Army.

Regarding your request for “Any contract with third party providers for
services rendered regarding the Futures Command bid, and any marketing
budgets regarding Futures Command related expenditures,” the Office has no
contracts with third party providers for services rendered regarding the
Futures Command bid nor does the Office have any marketing budgets
regarding Futures Command related expenditures.
