Pursuant to the California Public Records Act, I hereby request the following records:

the source of the data and analysis described in the letter from Supervisor Kathryn Barger to Governor Gavin Newsom on May 22, 2020 (https://kathrynbarger.lacounty.gov/wp-content/uploads/2020/05/22052020HP_MFP_M577164258.pdf) that "...the data reveals that the risk in reopening is lower than originally thought. Analyzing the data in Los Angeles County, we have learned the following: there have been 0 deaths among those under the age of 18, out of a population of more than 2 million; there have been 52 deaths among those under the age of 40, out of a population of 6.5 million, representing less than 1 death per 100,000; and there have been 450 deaths among those under the age of 65, out of a population of 8.75 million, representing less than 5 deaths per 100,000."

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good afternoon,

Our Office is in receipt of your request for copies of records pursuant to the California Public Records Act (CPRA), California Government Code sections 6250-6276.48. We appreciate the need for transparency and your right to disclosable public records. However, because of the current unprecedented situation stemming from the COVID-19 pandemic, as reflected in Governor Newsom's and the County's Declarations of Emergency and shelter-in-place Orders ("Orders"), the typical record search cannot occur with regular pace. During the pendency of the social distancing mandates and the Orders, resource allocation has been altered accordingly to ensure that County residents receive essential services in a manner that protects public health and safety. Government Code section 6255 allows an agency to withhold a record by demonstrating that, "the public interest served by not disclosing the record clearly outweighs the public interest served by disclosure of the record." In this instance additional time is needed to respond to your request for the aforementioned reasons. Therefore, our Office extends the time to respond and will provide you with a determination within 10 days, as to whether or not we are able to identify any disclosable public records. The County reserves its right to assert all applicable privileges/doctrines and exemptions.
