Part A: Information related to Automated License Plate Reader (ALPR) data sharing.
1) The names of agencies and organizations with which the Agency shares ALPR data;
2) The names of agencies and organizations from which the Agency receives ALPR data;
3) The names of agencies and organizations with which the Agency shares “hot list” information;
4) The names of agencies and organizations from which the Agency receives “hot list” information;
5) The number of times in which vehicle license plate data has been collected from "Valley Fair" mall properties, including Westfield Valley Fair (2855 Stevens Creek Blvd, Santa Clara, CA 95050) and all other locations from 2018 forward;
6) The number of times in which vehicle license plate data has been collected from private party ALPR-capable recording devices from 2018 forward;
7) The reasons provided for collection of vehicle license plate data, when it has been collected from private parties from 2018 forward;
8) All current and previous APLR reader mount locations. (For example: "Police Vehicles, Fire Trucks, Intersection Traffic Cameras") from 2018 forward;
9) The number of "non-traditional mounts" (such as "garbage trucks", or other "utility vehicles") and aggregate detections and "hits" from these mounts during the timeframe of 2018 forward;
Part B: Information Related to Numbers of “Detections” (plate scans) and “Hits” (plate scans that matched to a hotlist)
10) The aggregate number of detections collected during 2018;
11) The aggregate number of “hits” during 2018;
12) The aggregate number of detections collected during 2019;

14) The aggregate number of detections collected during 2020;

For items 1-4: This information is easily available within the Agency’s Vigilant Solutions LEARN system. The simplest way to extract this data is to generate an “Agency Data Sharing Report” PDF file from within LEARN. To do this, a user may simply go to the “Sharing” section of LEARN and select “Output Report.” A CSV/XLS file containing these records would also satisfy this request. For items 10-15: This information is easily available within the Agency’s Vigilant Solutions LEARN system. This is in response to your request for records made pursuant to the Public Records Act (PRA) government Code section 6250 et seq. Although your request contained a series of questions and not a request for records, in order to accommodate you the City of Los Altos (City) responded to your questions and those responses are in italics.
The applicable City agreements are attached:
1. SBISS Final agreement (2014)
2. SBISS amended agreement (2018)
3. MOU between NCRIC and Los Altos (2018)
4. NCRIC ALPR Policy
This request refers to the Vigilant Solutions LEARN system. The City does not have this system.
Regarding the physical location of the NCRIC data it is stored at the Sheriff’s Office.
1) The names of agencies and organizations with which the Agency shares ALPR data;
1. The SBISS agreement contains the names of the signatory agencies within the 4-county node (South Bay), sharing information within the Forensic Logic software environment (COPLINK, LEAP).
2. Data is also shared according to the agreement between Los Altos and NCRIC. The sharing policy is listed in the NCRIC ALPR policy.
3. Both agreements prohibit sharing for immigration enforcement purposes

2) The names of agencies and organizations from which the Agency receives ALPR data; - Los Altos can access data via NCRIC (according to the use agreement and ALPR policies) and via COPLINK & LEAP (according to the SBISS agreement). The City does not maintain a list of agencies.
3) The names of agencies and organizations with which the Agency shares “hot list” information; - This information would also be subject to the SBISS agreement. This agency does not currently maintain a hotlist. The City does not maintain a list, other than what is contained in the SBISS agreement.
4) The names of agencies and organizations from which the Agency receives “hot list” information; - This information would also be subject to the SBISS agreement. The City does not maintain a list, other than what is contained in the SBISS agreement.
5) The number of times in which vehicle license plate data has been collected from "Valley Fair" mall properties, including Westfield Valley Fair (2855 Stevens Creek Blvd, Santa Clara, CA 95050) and all other locations from 2018 forward; - Data would only be available for the past 365 days. This data is considered intelligence information and not releasable under Government Code section 6245(f).
6) The number of times in which vehicle license plate data has been collected from private party ALPR-capable recording devices from 2018 forward; - Data would only be available for the past 365 days.
