Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

Full and complete database of automatic vehicle location (AVL) data in its native electronic format, with related metadata, including database schema.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

I am in receipt of your Public Disclosure Request dated 7/10/13, however; I need clarification before I can proceed with your request.

You have asked for "Full and complete database of automatic vehicle location (AVL) data in its native electronic format, with related metadata, including database schema". Can you please advise what, specifically, you are looking for? We do not have "AVL" at Lewis County Sheriff's Office.

Are you wanting:
1.) Automatic License Plate Reader data (ALPR)

2.) GPS Gate (system used to track patrol vehicles)

3.) AVL which is used by other agencies to track suspect vehicles and such (LCSO does not utilize this technology at this time).


Please advise asap so I can proceed with your request.

Also, I typically respond via mail however; you have requested correspondence through this email address. Please confirm that this is and will be your preferred method of communication.

On July 11, 2013, Chief Deputy Stacy Brown wrote via e-mail to request clarification of my records request. [GpsGate][1] is software used to perform what is sometimes known as automatic vehicle location tracking. Given that your agency uses GpsGate for AVL, it seems to me that a recent backup of the MySQL database which is used with your department's installation of [GpsGate Server][2] would constitute your full and complete database of automatic vehicle location (AVL) data in its native electronic format.

After finishing our preliminary research into the database, we found we should be able to have your request completed by Friday, July 19th, 2013.

The final output of the database file size will require it be burned to a DVD (or possibly a simple CD-ROM), as we are finding the content is too large to email.

The cost of the dvd or cd is $6.95, plus postage for $2.00. Total amount due is $8.95.

Mr. Mocek -

First, I have asked for the courtesy of a response confirming that the preferred method of communication for you is email, as you initially indicated. Since, you have not confirmed this but continue to communicate in this manner, I will also be utilizing email as the primary method of communication, insofar as it is quicker and more efficient in dealing with your inquiries.

Secondly, in response to your question about the "one month of AVL data in the file provided", our current policy requires us only to keep the last 30 days of data for backup purposes. You received the last 30 days of information.

Regarding the comments about only receiving 9 of 219 tables identified in the schema documentation, IT provided a dump of the table data that contained LCSO data. The remaining tables not provided contained data from other agencies using the same product on the server we host or used for administering the application for the server that hosts that data. None of which would be considered Lewis County Sheriff's Office AVL data and therefore not applicable/responsive to your PDR.

If there are specific tables you would like us to review, in case we excluded more than requested, please provide a list so we may work on that for you. If any of the tables you identify do contain data that belongs to the Sheriff's office, we will provide an updated dump of those tables with that data.

I apologize for not providing such. As you seem to have guessed, the facts that I initiated and continued communication via e-mail is, in fact, indicative that e-mail is the manner in which I prefer to communicate with you regarding this matter.

Thank you for explaining 1) that your policy is to purge AVL records older than one month, and 2) that 210 of the 219 tables in your GpsGate database are not responsive to my request.
