Pursuant to the New Hampshire "Access to Government Records and Meetings" Statute (RSA Ch. 91-A), I hereby request the following records:

Emails sent between employees of Lebanon Public Libraries and the Lebanon, New Hampshire Police Department regarding the operation of a Tor relay at the Kilton Public Library, as referenced here: https://www.propublica.org/article/library-support-anonymous-internet-browsing-effort-stops-after-dhs-email.

I am also looking for any emails or documents sent between the Lebanon Police Department and the Kilton Public Library, as well as any recordings, memos, or notes relating to a meeting about the use of Tor referenced in the ProPublica article.

Finally, I am interested in any emails, memos, or documents relating to the establishment of the Tor relay.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. These documents will be used in the course of reporting a story for Motherboard, VICE's science and technology website.

In the event that fees cannot be waived, I would be grateful if you would process this in the "media" fee category and inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hi Jason,
I have attached a file containing all of the emails relating to the
establishment of our Tor relay as well as any emails relating to Tor
between any employees of the Lebanon Public Libraries (which includes the
Kilton library) and the Lebanon Police Department. I have also downloaded
and included any attachments to the emails in question. Minutes and audio
from our trustees meetings can be found at
