- Any informal agreements or other documents that reference "Squarehead" or otherwise guide it use or the relationship between this agency and the provider or developer of the product(s)
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear MuckRock News requester:
The Public Records Unit (PRU) of the Las Vegas Metropolitan Police Department (LVMPD) is responding to your failure to use PRU's on-line portal for requesting public records (https://lvmpd-portal.dynamics365portals.us/). Instead, you have been utilizing PIO@LVMPD.com<mailto:PIO@LVMPD.com> email address which goes to the Office of Public Information, not PRU where NPRA request are processed. PRU asks you to please use the portal.
It should first be noted that there is nothing preventing public entities from initiating a system for receiving and responding to records requests, especially when the system is beneficial to all. The relevant statute simply provides as follows:
Not later than the end of the fifth business day after the date on which the person who has legal custody or control of a public book or record of a governmental entity receives a written or oral request from a person to inspect, copy or receive a copy of the public book or record, a governmental entity shall do one of the following, as applicable:....
NRS 239.0107(1).
Here, the PRU portal is designed to receive requests in an efficient and orderly manner. The "PIO" email address is not designed to receive requests to be processed by PRU. Rather, it is designed to facilitate communications from the Office of Public Information. The email address is not monitored by any persons in PRU for the purpose of receiving new requests. Thus, LVMPD will not guarantee that requests that come into that email address will be responded to.
Please understand that LVMPD receives a high volume of requests. The portal was created with custom software that allows LVMPD to track requests in an efficient manner. This helps ensure that requests are responded to timely. Case numbers are assigned, and the software contains features that provide reminders of deadlines. When one person out of so many insists on using a different means to make requests, it causes inefficiency.
Importantly, the software also permits LVMPD to post records publicly. This permits the records to be made available to as wide an audience as possible. Since transparency is our mutual goal, it makes sense that you would want to use the portal. Notably, LVMPD has fulfilled multiple requests submitted via the portal by other members of MuckRock.
Additionally, please note that our agency has several security measures in place that prevent us from opening links from unsecure websites and outside parties. Such websites are restricted and unauthorized for use within the department. As such, LVMPD cannot upload responses or correspondence to your provided links.
Given LVMPD's use of the portal, any requests detected from the email are still uploaded into the portal. The five days to respond commences from that date. Any responses will still be posted to the portal. So again, it is counterproductive to the interests of efficiency and transparency for you to decline to use the portal.
In sum, PRU respectfully asks you to use the on-line portal: https://lvmpd[1]portal.dynamics365portals.us/.
In the event that you are unable to use the on-line portal, PRU also accepts requests via US Mail. These requests may be submitted as follows:
