I spoke with Carolyn Levering, the city's Emergency Management Administrator and she passed along our emergency response plan, which you can download through the online records portal.  She also provided the following response:

Thank you for forwarding the request! I am happy to release our All-Hazards Emergency Operations Plan with the Telephone Directory redacted, as this contains non-published telephone numbers. Our plan does not directly specify extreme heat or heat wave emergency, it addresses how the city coordinates internal resources and requests external resources for all types of emergencies. I believe that educating our community and visitors about living with our various hazards is our top priority. Our most common response to extreme heat is to prevent heat-related deaths by opening cooling centers. We determine the need to open these centers in concert with the National Weather Service Excessive Heat Criteria and Homeless Coalition as this is the most impacted part of our population.
