3. the total number of civilian complaints alleging law enforcement use of excessive force that were reported and the total number sustained from 2013-2015 and 2020, separated by year.
4. the total number of civilian complaints alleging biased policing or racial profiling that were reported and the total number sustained from 2013-2015 and 2020, separated by year.
5. the total number of civilian complaints alleging criminal conduct that were reported and the total number sustained from 2013-2015 and 2020, separated by year.
6. all information reported to the FBI’s National Use-of-Force Data Collection program to date.
7. a list of all officer involved shootings that were directed at a person from 2013-2020 (excluding shootings of animals and accidental discharges that are not directed at a person).

* Total civilian complaints alleging any form of law enforcement misconduct and total number sustained from 2013-2015.
In 2013, the Office of Professional Standards (OPS)/Internal Affairs (IA) investigated from civilian complaints. A total of 22 cases 65 alleged policy violations stemmed from the 22 IA cases of which 15 policy violations were Sustained.
In 2014, OPS/IA investigated from civilian complaints. A total of 17 cases 33 alleged policy violations stemmed from the 17 IA cases of which one (1) policy violation was Sustained.
In 2015, OPS/IA investigated from civilian complaints. A total of 12 cases 13 alleged policy violations stemmed from the 13 IA cases of which (3) three policy violations were Sustained.

In 2020, two (2) cases that stemmed from citizen complaints were investigated for the allegation of unlawful conduct of which none were Sustained.
* A list of all officer involved shootings that were directed at a person from 2013-2020 2013 Officer Involved Shootings
March 28, 2013, LPD uniformed officers (W/M and B/M) observed a driver of a Chevrolet truck violate traffic laws. As a result, the officers initiated a traffic stop on the truck. The driver, (B/M, 39 years old) was the sole occupant in the truck. During the course of the traffic stop, and officer observed the truck’s brake lights were on and the rear end of the truck was elevated. An LPD officer (W/M) gave commands for the driver to put the truck in park. Just prior to this, said LPD officer observed the driver making furtive movements with his hand.  Instead of placing the vehicle in park, the driver moved his hands out of the sight of the officer. The officer, fearing the subject might be reaching for a weapon, gave verbal commands to the driver which were ignored. The officer reached into the open driver’s side window and grabbed the driver. The driver then accelerated at one hundred percent of the vehicles throttle capacity with the officer hanging from the vehicle. Officer continued to give verbal commands to the driver to stop which were ignored and he continued to accelerate. The officer then discharged his agency issued handgun one time at the driver who grabbed the officer’s firearm and was able to prevent it from being discharged again. The driver then struck a curb at approximately 19 mph, with the officer still hanging from the side. Following the impact, the driver continued to travel and next struck a vehicle which was parked at approximately 31 mph. This impact dislodged the officer and threw him onto the pavement and disabled the truck. The subject was attempting to injure the officer by driving a vehicle from the scene of a traffic stop in a manner intended to eject the LPD officer from the side of said vehicle. At the conclusion of the investigation, cocaine weighting 16.6 grams and some marijuana was located inside the suspect’s vehicle. The suspect was not injured directly from the use of this protective action. 2014 Officer Involved Shootings
