An installment of records is scheduled to be released on November 14, 2019. However, pursuant to RCW 42.56.120(2), agencies can charge $0.10 per page for records scanned into electronic format, and/or $0.05 per each four electronic files, or attachment uploaded to email or cloud-based data storage. We have calculated the following estimated cost to covert into electronic format and to upload the electronic files outlined below:
Scan paper copies $226.80 (28 officers x approx. 81 pages in each file)
Upload electronic files to Records Center $0.70 (approx. 56 files)
Total Estimated Cost of records: $227.50
10% deposit due = $22.75
Lastly, RCW 42.56.120(4) allows for the agency to require a deposit in an amount not to exceed 10% of the estimated cost of providing copies. Based on the above outline of the cost to convert and upload responsive documents to the portal, please provide a deposit of $22.75. If you are mailing a check, please make it payable to: City of Port Orchard, 216 Prospect Street, Port Orchard, WA 98366; Attn City Clerk, and use the following reference number: P000645. In speaking with the HR Coordinator, she stated there are very few electronic records relating to personnel files. We estimate that there are about 150 electronic files to be duplicates of what is in the fiscal personnel file. The practice is to save it electronically, as that is how it was received, then print a copy and place in paper file. Based on that, the new estimated total or records that will be uploaded to the Portal once they are gathered is $1.88.

Hello Ms. Allen,
There are 28 police department employee files. In each paper file there are approximately 81 pages that are releasable, with some redactions. There are approximately 106 paper documents that are being withheld (withholding log will be provided). The count is based on going through one employee file. Some files will have less, some will have more. With out going through each file we don't know the exact number just yet. That is why we are estimating the 81 pages per paper file. In reviewing the electronic file of police employees; HR noticed that there are approximately 150  electronic files. These electronic files are duplicate of what is in the paper file (so reducing the average 81 pages down some). It is standard practice to print out the electronic file and place in the paper file. Again, we don't know exactly, until we go through each file.
To further clarify, it is not standard practice to have personnel files in electronic format. They are primarily in paper form. There are a few documents that are sent electronically that we keep electronically and print out. Examples of that are forms of reassignments of duty, could be a form changing address, could be a form changing their martial status, etc...
As we go through each employee file, we will most likely have electronic and paper files.

The City received payment for the release of the 4th installment of records on May 13, 2020, and they are available to you now in the Port Orchard Records Center, labeled "4th Installment and Estimate of Charges". Pursuant to RCW 42.56.520, the City is providing you with notice that it needs additional time to respond to your request. The additional time is necessary to review and assemble the materials requested and to determine whether any of the documents are exempt from disclosure.
We estimate the next installment to this request will be available on or before 6/15/2020.  If public records become available in advance of this estimate we will contact you promptly. On 8/14/2020, the City notified you that we located the records that are responsive to the above request and need payment to release the records. Given that we have not heard from you and in accordance with RCW 42.56.120(4): "if an installment of a records request is not claimed or reviewed, the agency is not obligated to fulfill the balance of the request."
It is standard practice that after 30 days of no response, the city closes the request. Therefore, since we have not received a response or payment from you, we have determined that you are no longer interested in obtaining these documents, nor are you pursuing your October 11, 2019, request. As of October 19, 2020, if we have not heard from you we will consider the request closed.
