Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

Records of all dates and time stamp occurrences of log-in and log-out occurrences to the windows active directory account software installed on the MCT unit #734. Please provide records for the dates May 01, 2015 through current date.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Dear Ms. Allen:

On February 26, 2018, Kitsap County received your request for the following records:

"Records of all dates and time stamp occurrences of log-in and log-out occurrences to the windows active directory account software installed on the MCT unit #734. Please provide records for the dates May 01, 2015 through current date."

The County is in the process of identifying any records responsive to your request. Due to staffing and current workload assignments, staff anticipates providing an initial installment of records responsive to this request no later than March 16, 2018. Once the records have been processed, our offices will notify you as to the cost for copying all responsive records.

If for any reason we must withhold or redact information from a record, you will be notified as to which document this applies, and the reason why.

Once the records have been prepared, if you wish to review them at no cost, please contact our offices at 360-307-4261 to schedule an appointment.

In regards to your February 26, 2018 public disclosure request for:

"Records of all dates and time stamp occurrences of log-in and log-out occurrences to the windows active directory account software installed on the MCT unit #734. Please provide records for the dates May 01, 2015 through current date."

Our is, pursuant to RCW 42.56.520, seeking clarification in order to understand the scope of records you are requesting. We interpret "MCT" to mean "mobile terminal computer", PC mounted in a police car. Is this interpretation correct?

Additionally, can you clarify what you mean by "unit #734"? As currently written we do not have any records responsive to your request based on our interpretation. We do look forward to working with you to provide you the records you are requesting. Please provide clarification by close of business March 26, 2018. If we have not received sufficient clarification by that date we will consider your request abandoned and close our file, making this our final definitive response.

In response to your request for clarification:

Yes, that is correct.

That is to mean the MTC installed in Port Orchard Police Department car # 734

You wrote " As currently written we do not have any records responsive to your request based on our interpretation"
If this clarification does not change your interpretation, I was directed to your department from Cencom KItsap 911.
When you say you do not have responsive documents do you mean for the time range or that you do not collect the
MTC data at all? In the event you do not collect the data, would you are you able to provide me with information
about who does?

Ms. Allen,

In regards to your February 26, 2018 public disclosure request, clarified March 13, 2018, please find attached records responsive to your request. I have provided the records in both plain text and .pdf format.

Please be aware that #734 is the badge number belonging to Officer Nathan Lynch (NLynch) and not a car. Officer Lynch works for the Port Orchard police department. Currently Officer Lynch logs into MCT POPD-0020. Previously, but during the time period of the requested records, Officer Lynch logged into POPD-20. The provided logon/logoff records cover the time period of May 1, 2015 to present.

This is our final definitive response and we are closing our file.
