Pursuant to the California Public Records Act, I hereby request the following records:

All records, documents, emails, and other correspondence regarding or related to the 1973 model 206B Bell Helicopter as well as any additional equipment attached to the aircraft. This aircraft has serial number 1128 and holds registration N411KS. This aircraft uses the mode-s code of 51154311 in octal or A4D8C9 in hexadecimal. I request records, documents, emails, privacy assessments, purchase orders, and other correspondence relating to the equipment on the front and rear of the aircraft.

Additionally, I would like any manuals, procedures, communications protocols, and any communications related to inter-agency coordination. This should include pilot logs, flight plans, and surveillance plans. Specifically, I am looking for any and all data relating to flights for the city of Seattle over the last week with a focus on June 2nd, and June 3rd where the aircraft was documented flying over the demonstrations with aftermarket surveillance equipment. Any imaging or other surveillance data from onboard collection is additionally requested, as well as any policies which govern the collection, processing, use, and dissemination of this data. Any communication about this data or related data should be included, especially inter-agency communications, and metadata.

This information is part of a journalistic research project involving the Seattle Privacy Coalition.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This aircraft has serial number F-14-07-08 and holds registration N559KC and is known as SKYKING 1. This aircraft uses the mode-s code of 51620676 in octal or A721BE in hexadecimal. I request records, documents, emails, privacy assessments, purchase orders, and other correspondence relating to the equipment on the front and rear of the aircraft.

Dear Sgt. Jerry Hunter,

Thank you for your reply. This nearly covers all of my questions. I appreciate the direct and clear response!

One part of my original request that is missing is an accounting of the aircraft itself and it's equipment. I'd like to request all records relating to the contemporary state of the aircraft. For example any documents relating to what kind of equipment is used for live monitoring, even if recordings aren't being taken. Samples of recordings which have no privacy considerations would be ideal documents, if such recordings exist. I presume the helicopter has things like a GPS for navigation and the usual cameras with thermal capabilities, in addition to specifics about radios.

The idea behind my request is to get an understanding of what the capabilities of the aircraft were on those days and likely to be on other days. I presume it's all in the maintenance and purchase order records for the last few years. Are those records easily available?

I have attached the aircraft quote we used when we purchased our airplane. The quote lists all of the equipment installed in / on our aircraft.

Our airplane is a 2014 Flight Design CTLE. As for the specific equipment, our airplane is standard factory equipped. Due to officer safety concerns, I am unable to provide you with any sample videos. Our videos depict officer tactics which are not released to the public. However; there are many sample videos on the Cloud Cap technology website that depict the cameras capabilities.

Regarding the law enforcement radio, we use a Motorola APX multi-band radio for law enforcement communications. This is the same type of radio found in most police vehicles.
