From: Kevin Wallace
To Whom It May Concern:
Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:
The contents of every DNS zone served, owned, or operated by King County, including, but not limited to KINGCOUNTY.GOV, KINGCOUNTY.COM, and CO.KING.WA.US and subdomains thereof. If the data already exists in or can easily be exported to BIND/RFC1035 format, that would be preferred.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
Sincerely,
Kevin Wallace

Thank you again for your request. I understand that you are seeking DNS zone data regarding King County websites. Please let me know if my understanding of your request is not correct. The King County Executive Branch does have data regarding our internal DNS zones. However, this data is exempt from disclosure in its entirety pursuant to RCW 42.56.420(4) as the disclosure of that data would increase risk to the integrity of King County's information technology infrastructure. We are accordingly withholding our internal DNS zone data in its entirety. The King County Executive Branch does not have external DNS zone data regarding our websites.
I now consider your request to be closed. Please let me know if you have any questions.

FW: MR#23325-229137 - RE: Public Records Request: king county dns zone
From: Kevin Wallace
Thank you for your response! My apologies for the mixup and unnecessary follow-ups on my part; something must have gone wrong and I didn't see either response until the 14th.
I have no issue with the withholding of internal zones. However, I am still interested in the public KINGCOUNTY.GOV/COM and CO.KING.WA.US zones -- if the King County Executive branch does not control them, do you know who does? They appear to be hosted by an Amazon AWS nameserver, which I assumed was controlled by KCIT.
Thanks!
Kevin

Good Afternoon Kevin -
Shelby is currently out of the office and has forwarded me your email for a response. All of King County's external domain names are public and can be looked up using Domain Tools' "Who Is" feature at the following link: http://whois.domaintools.com/
Does this meet your needs?
Thank you, Kelli

Hi,
Thank you for your response. Unfortunately, the Whois records don't meet my needs, and, as you point out, are available without filing a public records request. I'm looking for a list of DNS records under the KINGCOUNTY.GOV, KINGCOUNTY.COM, CO.KING.WA.US zones, and any other Internet-facing zones controlled by King County. For example, here are a few such records I was able to quickly find public reference to:
www.kingcounty.gov. IN A 146.129.240.67
kcfd44.co.king.wa.us. IN MX 20 d51717a.ess.barracudanetworks.com.
kingcounty.com. IN SOA ns-175.awsdns-21.com. awsdns-hostmaster.amazon.com. 1 7200 900 1209600 86400
I am interested in an exhaustive list of all such public records controlled by King County. While the Domain Name System makes these publicly accessible by name, it provides no facility to automatically list all names, which is why I am filing this request.
Thanks!
Kevin

Good Morning Kevin -
It is my understanding that we do not have a list that is responsive to your request which is why I suggested the alternative of 'WhoIs'. I am out of the office today but will connect with our IT folks early next week to see what they have available.
Thank you,
Kelli Williams

Good Morning Kevin -
I apologize that I did not get back to you as early in the week as I had hoped to. Please find attached a zip file of Internet-facing DNS records used by King County. In addition to the many services that we provide, we also run a fiber optic network for public facilities in King County (I-Net). The attached excel file lists all of the sites we host, including those of our I-Net partners.
We hope that this information is what you are looking for, and that this completes your public records request.
