Pursuant to the Washington Public Records Act, I hereby request the following records:

Copies of databases or departmental records listing radios configured on the KCERS SmartZone 800MHz trunked radio system, along with the following information for each radio-

a. The unique radio or unit ID configured into the radio (e.g. 12345), as transmitted over the air
b. If available, the agency or department responsible for the radio (e.g. "Seattle Fire Department"), along with (if available from KCIT) any more specific information regarding the location of the radio (e.g. "Mounted in Engine 32", "Assigned to Fire Station 7")
c. If available, the list of numeric talkgroup IDs (e.g. "Talkgroup 22224") configured into the radio
d. If available, the date and time the radio was first configured
e. If available, the most recent date and time communications with the radio were made (e.g. when an ISW was received from the radio)
f. If available, the make and model of the radio (e.g. "Motorola APX 6000")
g. If available, whether or not encryption has been configured for the radio
h. If available, which site or sites the radio has been configured on (e.g. "Site 1, Seattle Simulcast")
i. Any additional information present in the database for each radio

If possible and not overly burdensome, databases in .CSV (comma-separated value) format would be preferred.

If multiple databases contain overlapping information, please exclude any database or record that contains only information found in other (non-excluded) databases (e.g. if Database A contains a list of radio IDs and their makes and models, and Database B contains radio IDs, makes and models, and the date each radio was first configured, Database A can be excluded from this request).

If multiple databases contain distinct subsets of this information, it would be greatly appreciated if you would inform me of this fact, which information is contained in each database, and estimated fees to obtain a copy of each database.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

August 19, 2020 Re: G001530-063020 Dear Mimir: Thank you again for your request. We have reviewed and analyzed your request for records about the KCERCS SmartZone 800MHz radio system. The record responsive to request item (f) is available to you now in the King County Public Records Center. Click on the link below to retrieve the record. Please note that the link works best with the Google Chrome browser, and any pop-up blockers need to be turned off. General Records Request - G001530-063020 This responsive record is exported data from King County’s individually owned Access maintenance database. All radios are Motorola brand. With the exception of item (f) in your request, releasing the records that are responsive to the other portions of your request would pose a significant threat to public safety. The remaining items responsive to your request are held in the King County 800 MHz Emergency Radio Communication System (KCERCS) and King County’s individually owned Access maintenance database. KCERCS is a jointly owned server and the data resides on the core of the radio system. It is a proprietary system by Motorola, who licenses the operating structure. The network and data it holds are jointly owned by four entities: King County, City of Seattle, Eastside Public Safety Communications Agency (EPSCA), and Valley Communications, and it is governed by the Regional Communications Board (RCB). There are hundreds of agencies and thousands of radio users of KCERCS. Users of the network include Police, Fire, Corrections, Emergency Services, Transportation, Utilities, Hospitals, Schools, Executive Government, General Government, and others who rely on this network to deliver a broad range of essential public safety services to the residents of King County, including law enforcement, health and fire response, and roads services. These agencies and users need KCERCS to be secure for radio communications to service the 24/7/365 public safety needs of King County communities. Given the nature of this information, we are exempting from disclosure all other records responsive to your request per RCW 42.56.420(4). As noted above, we are producing records responsive to item (f) of your request. Exemption - RCW 42.56.420(4) Brief explanation of how exemption applies: Additional requested records regarding the radios are located in both the KCERCS and King County’s individually owned Access maintenance database. Data from the Access maintenance database is manually entered into KCERCS. The purpose of the Access maintenance database is to document and support the functionality of King County’s radios used as part of the KCERCS. The KCERCS is an essential telecommunications network. These records contain information that would increase the risk to its infrastructure and security, creating vulnerabilities. We are withholding this information, as release will increase risk to user agency radio communications confidentiality, integrity, availability, and delivery of public safety services to King County communities. There would be increased risk because, if used maliciously, this information could cause substantial harm and disruptions to these agencies’ ability to conduct radio operations in response to public emergencies.
