Your request is important to us.The research involved in identifying each Traffic Collision Report (TCR) for 2014, 2015 and 2016 isextensive. Our initial research has resulted in over 19,000 possible accidents/events from 2014-Present. Each event needs to bereviewed to determine whether or not a TCR was written and of those written,which were investigated by our agency.For example, in 2014 we have identified potentially 6,000 accident events, ofwhich over 5,800 may be stand-alone TCRs wherewe did not investigate. The King County Sheriff’s Office (KCSO) no longerprocesses requests for stand-alone TCRs.If our office investigated an accident and prepared a Sheriff’s Office casereport, then we would process those requests. However, requests for stand-aloneTCRs would need to be obtained from the Washington State Patrol (WSP), which isthe central repository for TCRs. RCW 46.52.085 allows agencies processing requests for TCRs tocharge a fee to meet the costs incurred. Due to the high volume of requests forTCRs and budget cuts, the KCSO was prepared to establish a fee for TCRs. We learned,however, that the Washington State Patrol already has a web page to assist requestersvery quickly. The Washington State Patrol’s on-line website is asfollows http://www.wsp.wa.gov , under Hot Topics, select WRECR-Collision RecordRequest. If you have further questions about the Washington State Patrol’sservice, please review their website. In the meantime, we are continuing our research andexpect to have an update to you by December 30, 2016. The Public Disclosure Unit has completed the research into your request and I am now taking over. Per the previous messages from the Public Disclosure Unit, the stand-alone Traffic Collision Reports (TCRs), or those in which the Sheriff's Office did not perform any further investigation, will need to be obtained from the Washington State Patrol. I will be responsible for providing the documentation for all TCRs in which the Sheriff's Office did further investigation.
After the research was completed, there were 19,534 events identified as potential collision reports. 16,413 events were verified as having a TCR associated with them, with 13,783 being stand-alone TCRs which would need to be obtained via Washington State Patrol. 1,925 events are verified as having KCSO investigation, and are what I will be providing to you. In addition, there are 3,535 events that will need to be researched further to determine if they are a Stand-alone TCR or if there was further investigation involved.
That means I will be providing 1,925 events, with the possibility of more, after I have researched the remaining 3,535.  This will require a large number of installments in order to complete. I will provide an installment every 2-4 weeks.
Additionally, these reports are only for Traffic Collisions occurring within our Jurisdiction, which is unincorporated King County and the 16 contracts we have for Police Services. For collisions occurring throughout the rest of King County you would need to contact the appropriate agency.
This will constitute my first installment. This installment is a spreadsheet titled, "P010444-100316_-_WRECR_List.xlsx." This document lists the Stand-alone TCRs and their "DOT Report Number," which is needed to order the report from the Washington State Patrol. There are three tabs, one for each year (2014, 2015, & 2016), and each tab lists out: KCSO CAD and Case Number, Occurred Date, Collision Report Created, DOT Report Number, and Stand-alone TCR for each incident. Those with a DOT Report Number are the incidents you will need to order from the Washington State Patrol, using the DOT Report Number.
