To Whom It May Concern:
Pursuant to the Kentucky Open Records Act, I hereby request the following records:
Annual records for each county, for each year since 1900 or as far back as possible, itemized by owning or operating company for each coal or gas operation, for the following datapoints:
1) the assessed amount of coal extracted
2) the assessed amount tax on extracted coal
3) records of tax payments received on said taxes
4)the assessed amount of gas extracted
5) the assessed amount tax on extracted gas
6) records of tax payment received on said taxes
I would prefer to receive records in their original formats, or as close to that as possible. Spreadsheets and other digital formats are preferred. If you have suggestions for how I can modify my request to make data collection simpler, I'd be glad to hear your thoughts. If these records will take more than a few weeks to gather, I request that you begin with Martin County Kentucky and send responses for that county as soon as they are ready, followed by the rest of the counties, with eastern coalfield counties as my priority.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Thanks for this reponse!
Could you please clarify what aspects of the data are confidential, and under what statute? Also, what would "statistical data" consist of-- does that mean some details are grouped or anonymized?

Good morning, KRS 131.190 protects taxpayer data and would require us to exclude the company name the information requested. For the Kentucky Department of Revenue, we will provide statistical data that would be more than three taxpayers data rolled up into a category. For this request, we would be able to provide statistical data by county and then roll those counties with fewer than three taxpayers into the total.
