Greetings: Now that your prior requests have closed (with the exception of one pending your clarification), this request has been removed from paused status. This request was submitted under the following language: ****send via mail on CD***
"Memoranda of understanding (MOU's) regarding information sharing between KPD and other entities (e.g., private businesses, trade associations, other police departments, fusion centers, federal agencies, etc.)." The term "information sharing" is broad and is up to individual interpretation. It's reasonable to assume that all agreements involve "information sharing" at some level. Memorandums of Understanding are classified as synonymous with Interlocal Agreements in our system. The Kennewick Police Department is under the general structure of the City of Kennewick. Therefore, an MOU/ILA which is not identified as being specifically under the KPD may result in information sharing concerning police department records. Therefore, it's my interpretation that all current MOUs and ILAs could potentially be responsive to your request. Our database lists 350 open/current records of this type when filtering MOU/ILAs with an expiration date on or after June 30, 2019 (the date of your request). The PRA does not require agencies to conduct research on behalf of individuals nor to assemble/compile records in a way which is more useful to the requester. It's likely that many of the ILA/MOUs may not be responsive to your request. However, you'll need to read the contracts and make your own legal analysis as to whether they meet your definition/purposes. I estimate a total of at least 0.50 hours of staff time has been spent compiling records, reviewing the records for mandatory redactions and administering your request. There is no charge for these services; however, it is important we seek reimbursement for the fees the state legislature permits us to collect. The total fees associated with your request has been tabulated at $6.88 in accordance with the City's fee schedule (a copy is available in our Public Records Policy).   ($.05 for every four files: 87.50 files x $.05 = $4.38; $1.00 per cd; $1.50 mailing fees). Your payment may be made in person (cash, check, card), or by mail (check sent to my attention). We cannot accept payment by phone or internet. The records will be mailed to you on CD within three business days following receipt of your payment (per your instructions).
The Kennewick Police Department is located at 211 West 6th Avenue, Kennewick, WA  99336 and our lobby is open Monday - Friday between 8:30 a.m. and 4:30 p.m. Your request will remain open pending payment through November 4, 2019. Without your payment by this date the request will be automatically closed as an abandoned request. Please keep in mind records are maintained in accordance with the state retention scheduled and may not be available for a future submission should you abandon this request. Furthermore, customers who have abandoned requests must pay a deposit before work will begin on any future requests. We have made a diligent and good-faith effort to locate all responsive records and our search is complete. No documents have been withheld based on a claim of statutory exemption and no information has been redacted from the documents that have been made available to you. With transmittal of this letter this request is considered satisfied and complete.
