Copy of FOIA request filed by Paul Cuno-Booth with the Keene Sentinel on 1-24-20 and any responsive documents to the request.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

* Lodge v. Knowlton, 118 NH 574 (1978) re: federal standards for the release of law enforcement records pertaining to:
(C) information that would constitute an invasion of privacy

The records responsive to your request are available for inspection at no charge in the Office of the City Clerk during regular business hours. Please note that given the COVID-19 Emergency Declaration issued by the Governor of the State of New Hampshire pursuant to Executive Order 2020-04,as extended, response to scheduling access may be delayed until the Emergency Declaration is rescinded.

Dear Mr. Breen,

NH RSA 91-A only requires a municipality to provide access to governmental records during regular business hours at the normal place of business. However, The City Clerk’s office staff has determined that it is reasonable to provide electronic copies of responsive governmental records, as requested. It is the policy of the City of Keene to provide electronic copies on a DVD for records responsive to a right to know request made under NH RSA 91-A. The City of Keene is authorized to charge fees for providing copies. The established fee set by Keene City Council is fifty ($.50) cents for the first page and twenty-five ($.25) cents for each additional page. The fee for providing electronic copies on a DVD is an additional $1.00.

The City of Keene has determined that there 86 pages and 1 audio file that are responsive records to your request. The fee for providing copies of the responsive records is $22.75 and the estimated postage is $1.40 for a total of $24.15. Please remit total payment of $24.15, in the form a check made payable to the City of Keene, for providing to you electronic copies and postage for mailing. Upon receipt of total payment, I will send the electronic copies of responsive records to the mailing address provided in your request at:
