Ch. 91-A for access to governmental records of the City of Keene, NH, which was received by this office on Friday, October 2, 2020 regarding Keene Police Department possession of recorded telephone calls with Christopher Cantwell.

The City of Keene has determined that there are existing governmental records that are responsive to your request. The Keene Police Department has provided 12 separate audio recordings of Christopher Cantwell captured through their call dispatch service, and not through 911, for the years 2015 through 2019. 10 of the 12 recordings contain information exempt from disclosure under the State of New Hampshire Law and a required to be redacted prior to authorization for release, which requires the written transcription of these 10 recordings to allow for removal of exempt information. It is the policy of the City of Keene to outsource the transcription of audio recordings to a professional transcription service to obtain a written record of the verbatim transcription of each recording. The cost for providing this transcription service is approximately $18.00, for approximately 12 total minutes of recordings.

If you want to obtain copies of the transcribed audio recordings responsive to your request, please indicate as such in writing and send your response to my attention in the Office of the City Clerk. The City of Keene requires remittance of payment of $18.00 for transcription service, made payable to the City of Keene NH before the transcriptions are can be reviewed for redactions and authorized for release. Upon receipt of your response and payment, the City of Keene will proceed with processing your request. If I do not receive a written response from you within 30 days regarding this matter, the City of Keene will consider this matter concluded.

Thank you very much. I have sent two payments, one for $4.40 (Christopher Cantwell emails) and the other for $1.26 (Nick Martin FOIA request). As payment was remitted through the Muckrock service, there may be some delay between when I made payment and when you receive payment, as Muckrock sends a check. The check should "be in the mail" as they say. As I am not local to New Hampshire, and it is not convenient for me to visit the office to inspect the records, I opted for remitting payment for copies of the records. You should receive payment fairly soon.
