Pursuant to the The Missouri Sunshine Law, I hereby request the following records:

-the total number of use of force incidents, separated by year and by type of force used from 2013-2019 (for example, "27 taser incidents in 2013, 3 baton incidents in 2013, etc.)
-total number of civilian complaints reported and the total number sustained, separated by year (for example, 8 complaints in 2013, 2 complaints sustained in 2013, 4 complaints in 2014, 1 complaint sustained in 2014, etc.)
-total number of use of force complaints reported and the total number sustained from 2013-2019, separated by year
-total number of biased policing or discrimination/profiling complaints reported and the total number sustained from 2013-2019, separated by year
-a spreadsheet or list with the dates (month/day/year and time if available), race of subjects involved, and injuries/deaths sustained for all officer-involved shootings incidents (excluding shootings of animals) from 2013-2019, separated by year

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Samuel,
I received a printed fax response from you that was sent to our office of General Counsel.
I am the one fulfilling your request so your best most efficient method would be to respond to my email. By sending a fax that causes multiple delays in your response being received and then that response making its way to me on paper. You are also welcome to provide your email in a response and I would go back and forth with you that way.
Your fax response indicated you would like the information as it comes in.

Attached is information from our Office of Community Complaints. This answers bullet point questions 2, 3, and 4.

Regarding bullet point one, I have inquired with our Training Division, they are the ones that may have some records of number of incidents. Use of force incidents are documented on training records which are internal documents only, but the records of numbers of incidents may be available if this is something we have do compile. If I receive these records I will reply to this email and send them here.

Regarding bullet point 5, I have contacted our violent crimes division which investigates police involved shootings and they are working on compiling that data for me. Again, I will send that over this email address once I get it, unless you provide another preferred method of contact.

This information you request is maintained back to 2016,
It was not a record that was maintained prior to that so those records are not available.

I can search the online system and break down the response to resistance records based on 12 different types of responses
And further break down the number of those responses by year.

I estimate this will take one hour to complete, at a cost of $39/hr.

And we require prepayment to begin,
Please let me know if you would like to have an invoice emailed to you,

Once payment is confirmed I estimate it will take 4-5 weeks to complete the work as we complete these requests in the order they were received and we have received many lately.
