Pursuant to the The Missouri Sunshine Law, I hereby request the following records:
Information on officer involved shootings (including fatal police shootings of civilians, non-fatal police shootings of civilians and police shootings at a civilian that missed) between 2017-2020, including incident-level information specifying the date of each incident, race and gender of all subjects involved, what weapon if any they were armed with, any injuries or deaths resulting from the incident, the names of all officers involved, whether administrative investigations found the incidents to be justified under police department policy and any disciplinary actions taken against the officers as a result of the incident. If all aspects of this request are not available, please provide all relevant information responsive to this request.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

In regard to your request, there have been 53 OIS cases (including fatal, non-fatal-including ones where no one was struck). In order to fulfill the request we will have to look at each case file individually. We have estimated conservatively two hours per case to obtain the information you are seeking. The estimated cost to begin this request is $4,028 (106 hours at $38 an hour) and the estimated timeframe to complete this request would be approximately 3-6 months at least. We require prepayment to begin the request. Please let us know if you would like us to have an invoice prepared for you or if you would like to amend your request.

Thanks for sending this update. Would it be possible to provide just the total number of incidents (including both fatal and non-fatal) per year among those 53 OIS cases?

Good Morning Sam,
Sure thing. I went through the data to separate that for you. I miscalculated, there are 51 OIS cases. Also of note, in June 2020 the Missouri State Highway Patrol began investigating our OIS cases where someone was struck by a round fired by officers. So that would also change the number of cases we could research for you depending on where they are in the adjudication process. I have broken them down by year for you below:
2017: 10
2018: 14
2019: 9
2020: 12 (6 of these would have been investigated by the MSHP)
2021: 6 (all but 1 of these would have been investigated by the MSHP)
