Pursuant to the The Missouri Sunshine Law, I hereby request the following records:

1) All contracts, memorandums of understanding, or comparable documents entered into with the U.S. Department of Justice or its component agencies (FBI, ATF, DEA, Marshals) regarding the Operations Legend program. (https://www.justice.gov/opa/pr/operation-legend-update-federal-charges)

2) An inventory of all equipment transferred to your department through the Operations Legend program. If this information is not contained within a single document, I ask that you provide me records documenting each individual equipment intake.

I ask that all fees be waived for this request as I am a journalist and I intend to use the requested public records to publish articles in the public interest and not for any commercial purpose.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter.

I look forward to receiving your response to this request within 3 business days, as the statute requires.

This information should be requested from the US attorney's office, the department of justice initiated Operation Legend and they would have that information.

Hello Jake,

I did not submit a previous request regarding Operation Relentless Pursuit, so I'm not aware of what you're referring to. However, I have submitted this request to the Kansas City Police Department, and under the law, the Kansas City Police Department must respond to it.

I would hope that the department keeps track of the agreements it has with federal agencies and the money and equipment it receives from them, but if that's not the case, please let me know.

Hi todd, I got the attached fax forwarded to me from the office of general counsel.
Sorry for confusion we received the exact same request from a generic muckrock email regarding operation relentless pursuit.

Regarding your response.
We are responding to your request, we have received your request
My response is that operation legend was announced, administered to, and directed by the US department of justice and US attorney's office, the extent to which that we participated in the operation it was to receive, house, and liason with the federal agents that were sent here in the same manner in which we have worked with our federal partners for decades. The department of justice/US attorney's office would have any documentation or logistical documents because it is their program. Any federal equipment associated with the program was brought here by the influx of federal agents. No equipment was transferred to our department.

I apologize for the delay in responding. Am I understanding correctly, then, that the KCPD has no formal memorandum of understanding or written agreement with the DOJ agencies, as mentioned in part one of my request?
