To Whom It May Concern:

Pursuant to the Kansas Open Records Act (K.S.A. 45-215), I hereby request the following records:

Policies, procedures and/or training documents pertaining to the execution of death row inmates.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

To Whom It May Concern:

Pursuant to your Open Records Request, please find the following:

The Kansas Department of Records does house inmates who have been sentenced to death. These inmates are housed with other inmates in our Administrative Segregation Unit. There is not a separate housing unit for death row. More information on this population can be found at

The State of Kansas has not executed an inmate since 1965. If an execution was to be carried out, it would be in accordance with K.S.A. 22-4001, which I have attached. At this time, there are no internal policies or trainings provided for the execution of an inmate.

Thank you,

Adam Pfannenstiel
