Pursuant to the The Kansas Open Records Act, I hereby request from Johnson County Sheriff's Office any records, datasets, or materials that contain the following:
For July 2020:
- Average response time of department for all calls
- Average response time of department for domestic violence calls only
For all domestic violence/domestic disturbance calls to the 911 dispatch center in the month of July 2020, separated by individual call:
- Type of call
- Priority level
- Date and time of call received
- Date and time first officer arrived on scene
- Race and ethnicity of victim, if available
- Race and ethnicity of perpetrator(s), if available
- Outcome or resolution of call
For July 2019:
- Average response time of department for all calls
- Average response time of department for domestic violence calls only
For all domestic violence/domestic disturbance calls to the 911 dispatch center in the month of July 2019, separated by individual call:
- Type of call
- Priority level
- Date and time of call received
- Date and time first officer arrived on scene
- Race and ethnicity of victim, if available
- Race and ethnicity of perpetrator(s), if available
- Outcome or resolution of call
The requested documents will be made available to the general public. These records are being requested as part of a collaborative research effort and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Colin,
The Sheriff's Office does not maintain records in the format you requested. I have asked, but we cannot extract call times based on a specific category of call.
Domestic disturbance is an extremely broad concept which encompasses innumerable different situations. Depending upon the individual circumstances, many domestic disturbance-type situations are classified differently and placed in a different category and/or priority level. So we just don't keep the type of information you are asking for.
However, the following data is available:

0-1 is the most urgent.
2 is emergent, but slightly less of a priority.
3-9 are generally handled when officers become available.
Note that this level is automatically assigned. There are a huge number factors that can determine which priority level a specific call is placed in. That level can be changed by a call taker depending upon the individual circumstances of each call.
